Nepal Telecommunications Authority Issues Urgent Directive on Wi-Fi Hotspot Operations

Kathmandu, Nepal – The Nepal Telecommunications Authority (NTA) has released a significant and urgent notice making new directives for all the licensed telecommunication service providers regarding the operation and delivery of Wi-Fi hotspot services. The directive, released on July 26, 2025 (2082/04/11 BS), is released to regulate and streamline the growth of telecommunication services across the nation.

The alert is specifically aimed at Basic Telecommunication Service, Mobile Telephone Service, and infrastructure-based telephone service providers. It especially refers to the mandatory compliance of some rules for offering Wi-Fi hotspots, e.g., ensuring the delivery of permanent connectivity and enabling roaming/mobility features.

These rules have been promulgated according to Rule 2(D) and 2(C) of the “Telecommunication Service Provider’s Wi-Fi Hotspot Operation Regulations, 2078” (2021-2022 AD), according to the NTA. Service providers with plans to operate one or more Wi-Fi hotspots now must strictly adhere to the conditions specified in Regulation 7(1) of these rules.

Strict adherence to the “Radio Frequency Policy (Frequency Allotment and Related Issues) Policy, 2070” (2013-2014 AD) while operating Wi-Fi hotspots is one of the main points that have been emphasized in the directive. It entails adherence to some clauses, e.g., 7.4 and 7.8, which address the restriction on the transmitting power and ban on backhaul/backbone infrastructure. All radio apparatus also should be in compliance with type approval conditions as stipulated by the NTA.

The Authority has also stated that any action found to be in contravention of the current laws and these new rules will be legally held accountable.

This action by the NTA proves its commitment towards offering a quality and regulated telecommunications industry in Nepal. The service providers are asked to review the entire content of the notice and ensure their operations are in complete compliance.
